I live in Australia. Trust me, the same cutter is very commonly used here too rather than surgery lol I know a few guys who have been on the receiving end lol. Other common tools are also often used for this purpose.... now I'm wondering why I have encountered guys like this so much lol btw the malay health system isn't as behind as you might think (and ours isn't as good as you might think). Sure, there is a difference, but it's less than people think (the malay system is actually better for some things. After all, very few things are black and white)
