I was returning from Leh that Saturday the 8th and managed to reach Keylong by 6Pm and came to know that the road to Manali from Keylong has been closed because Telling Nala is flowing over the highway. So was stuck in Keylong until Wednesday. Situation there was much better as there were no extended Network blackouts n electricity came back Monday Morning. ATMs started working from Monday on.
