You can get glitter sealer (from most craft stores or many hardware stores) which will keep the glitter from coming off as fast while keeping them shiny and sparkly.
Oh I've glittered shoes before! I prefer using outdoor mod podge mixed with some water to thin it out a little. I'd coat it with outdoor mod podge, glitter it, let dry. The next day I'd mix pod podge with water and some glitter and give it a top coat, let dry and then top coat again. I found the mod podge kept the sparkle so maybe experiment with different kinds of glues for the kind of glitter you use? Top coating really helps the longevity of the sparkle and prevents the shedding, The shoes I did lasted a whole year and a half before needing touch ups again. Also, I'm not sure if it's a good idea for real leather (I did mine on faux leather) and I did kind of go over it slightly with a heat gun so that the glue would tighten up and set more into the fabric of the shoe?
Got my moxi skates yesterday they were a massive up grade I have no idea how you made them so comfy and they move so freely and smoothly literally AMAZING 10/10 tested them on the street and omg just fabulous even my mum who roller blades wanted to get some cause they are just FABULOUSSSSSS if you can get these GET THEM NOW - they are amazing thank you for making skates like these ❤️❤️
Angelus paints that sell suede paint is what i used to make my pool blues a dark midnight blue, they make a paint called glitterlights that is a glitter filled paint, this would probably be a good option mixed with a mixing medium they have ones for soft surfaces, if u look at their TH-cam channel they showcased their red glitter paint in a tutorial, its less intense but a lot cleaner and easier to use, better for the environment. An option for those who dont want glitter clean up
Also consider doing a gradient with the glitter that would look beautiful!! If u cant decide on a color u can fade the glitter into eachother where they meet in the middle

In 5th grade, I went full Dorothy costume for a book report(with silver shoes to match the original book), went as Dorothy with the ruby reds for Halloween at least twice, and again at my kids preschool (kid was in a monkey costume😋)and as Dorothy for Halloween as an adult. I still have the ruby red heels in my closet LOL.👠👠👠👠
