23 Years later, I learn that what I've been doing all along has just been made legal. I assumed it was only prohibited when posted.

Great, so who is at fault when the person turning right legally is crahsed into. Great going now driving is even more dangerous.
Yield and proceed with caution at all intersections at all times. Don't blindly trust the color of the lights. We have more instances of red light runners than u-turns.
