- Everyone should own this specific type of tool. Paramedics, Firefighters, EMT, and other first responders carry one and so should you. Especially when we all drive and sit in motor vehicles for as long and as often as we do.
The most important aspects are the glass breaker tool and then the seatbelt cutter and the knife. This type of tool is perfect to carry in the pocket or in the armrest or glove compartment. It is also important to let other occupants know about the tool.
Keep in mind that when using the glass breaker tip, you may want to strike the outer perimeter of the window first so that you do not get cut.
This specific tool was purchase on sale and several were purchased from a retailer. They are extremely giftable items.

My little pocket knife that has a glass breaker tip and seatbelt cutter is a Dragon Strike Tac-Force: Speedster Model (TF-686 Stainless), which I alway keep in the car.

Do you know of a knife like this with the window punch and seatbelt cutter but has a replaceable blade like a box knife?

In theory....yeah it’s great. But those belt cutters do not work! Not on basic middle price range knives anyways..
Yep. A large portion of them do not work and that is a huge problem when you have a guaranteed solution at the other end of the tool. It will likely cost you valuable time during an emergency that need not have been lost because you have a KNIFE!
That's not to say that none of them work, and the ones that do are actually a faster and safer cut than a knife, but the chances that it's just a non-functional gimmick feature is probably 98%. I've even seen exclusive SBC tools that do not work. A serrated knife is your best bet.
To sell a non-functional life-saving tool is pretty low on the list of unethical behavior.

The seat belt cutter will not cut a belt. Well a seatbelt. It just folds up.
