As a Japanese person, this is my personal opinion, but unfortunately, he will not be arrested in either China or Japan. The reason is that arresting him in China would be a denial of the patriotic education that their government has been carrying out. Also, Japanese police cannot directly arrest people living overseas. However, Japanese police will continue to investigate them. I presume this is because this is a planned, organized crime, and all Chinese involved in the crime will be denied entry into the country.

I've had the unfortunate pleasure of dealing with them during my many visits to Beautiful Taiwan.
