I nearly ran over a small black car doing well below the limit at 3 AM on a major highway. No rear lights and I just caught a flash of light on the rear glass. I must have missed him by inches. I bet he is still telling people how that idiot driving that 18 wheeler blew his doors off as it passed him. The highway has no lights and I didn't even see him until the last second. Yes, the number with no lights is staggering. In Canada we have daytime running lights. Full lights don't come on unless you set the switch to automatic or do it manually, but the dash lights illuminate and people think their lights are on when they aren't. What idiot thought that one up? My car has DRL but the dash lights are on only with full illumination turned on.
