I think you'd ordinarily make the switch to a C at number 23 in order to play the ultra-high written D (at number 24) that ends the stratospheric run.
It's actually written for Bb clarinet, but commonly transposed on to the A clarinet. 30 years ago it was common to get the 2nd clarinet to finish the high scale on Eb clarinet (just playing the last bar) but using the C clarinet for the central section has become more popular/common (I have always switched to C clarinet for the start of the "3rd section", don't have my part here so can't say what bar). Boris would appear to be playing from a different edition to that commonly used, as his articulation is different in many bars (mostly slurs between the first two quavers are left out).
