When SMPS power supplies work continuously, they are prone to component aging, and the first chance for the aging are electrolytic capacitors, especially when used near other heat-dissipating components or noisy power rails.
in this video, I repaired a Starmax digital satellite receiver (the problem/repair is quite common among other brands as well) and fixed its booting/boot loop/ no power problem.

داداش یه دستگاه عین همین دارم محل تیونرش داغ میکنه . قدرت سیگنال رو 9% نشون میده . وقتی سیم دیش رو قطع و وصل میکنم درست میشه و بعد یه ساعت دوباره همونه. مشکل کجاست؟

it could be anything. maybe a faulty LNB, wires, or faulty LNB supply. you should have equipment to test

yeah, try to make some tests then if you could not find a clue, update me on your progress. check the power supply also. faulty capacitors could cause voltage fluctuations and noise and cause similar problem like this
