Btw, Charlotte was literally introduced to David by her mother Victoria in Season 4 Episode 3 ('Ashes') at the 20:47 minute mark of that episode. Victoria walked Charlotte to the front door of the house she and David broke into the night before, and introduced Charlotte to David as his daughter. Also, Charlotte (and the entire Grayson clan) was already constantly all over the news worldwide, especially the worldwide tabloid news, so her face and name were already out there for years as being the daughter of David Clarke.

Nolan met her when she was eighteen, David hasn't seen her since she was eight, and her mom was gone for years before that so it's not a surprise they wouldn't recognize her. Not to mention, both of her parents were tragically ripped away from her and she has a better rapport with Nolan.
