This is just one example of massacre that took place under his presidency but also rigging election on many occasions in Zanzibar since 1995 up to atleast 2010, forcing people out to neighbouring countries like Kenya seeking asylum out of fear and for their safety. Mkapa's iron fist rule destroyed and affected many lives in Tanzania especially in Zanzibar, surely he cannot be labelled a great leader when the world and himself knows he held blood of so many in his hands
