Hey there! All the recommenders should know you very well, and deeply. So 'mentors' sounds about right. However some schools mandatorily need a Dean's LOR. Hence, once you make a list of schools that you are applying to, you will be able to decide if you can skip the Dean's or not.
Thanks for the reply @rashme @anilkumar You need to be in the US for INBDE. After which you can do the process from your home country too. However if your circumstances allow you, and you have a visa it would be wise to stay in the US and gather US experiences in any capacities as you can to build your profile.
