I’ve always understood phrases such as “increase x by a factor of 4” to simply mean: 4x I’ve noticed on examples with fractions less than 1, such as “increase x by a factor of 1/4” instead of using the same operation as above (1/4x) they instead will calculate this as: x + 1/4x I get that you couldn't increase x simply by multiplying by 1/4, but I’m bothered that we have the same language for two different operations. What exactly is going on here? Thoughts?

No, there is no such rule. You do NOT have to convert it. In fact I usually leave it as an improper fraction.
