The resolution is determined by the range set on a digital multimter. Also, it took me awhile to understand that the column of 0's were offset by a decimal place, not vertically aligned.

Where did 480 volts come into the equation? In context you were discussing measuring 120 volts. This confused me, because I am trying to closely follow your train of thought. I understand that 480 volts would be too high for a 400 volt meter, but why did you refer to 480 out of the blue?
