I'd had to wait two hours to set an alternative appearance for face ID because my iPhone had significant locations on always and when I checked the location it wasn't my house and a restaurant I visit infrequently how does Apple register familiar locations and warning don't turn off the stolen device and start the annoying delay and don't turn it on unless your iPhone has registered a familiar location if not delete all history and contact apple support and figure out whats going on, just disable passcode changes in screen time and its recommended to use a security key to sign in new devices to your apple id and no idiot can do anything simple and most likely give up.
