For larger slabs 16" square is it a rule that you have to stagger the joint lines? Can I just set them in a straight line with straight and parallel joint lines? I don't want to buy an expensive saw and have to do a lot of cutting.

What you are describing is called a stack bond. You can do it with any paver, but smaller sizes can be prone to shifting. The larger surface area of slabs helps prevent this. People lay slabs in a stack bond all the time. Go for it!
