Forgot to put up the specs at 0:10 :( But here they are:
Palit Dual GeForce RTX 4070 12GB @ Stock
    Intel i7 12700K CPU @ Stock
    G-Skill 32GB DDR4 4000Mhz CL18 Memory
Asus TUF Gaming Z690- D4 Motherboard
2TB PCIE Gen 4 NVME Drive
    Windows 11 Pro
Also, High and Ultra does indeed enable Ray Traced reflections and Ray Traced global illumination, hence the poor performance on the High and Ultra presets.

Somehow my 1080 Strix i5 9600k ran better than my new 4070 fe 7950x3d!

If you set "Global illumination" and "Reflection quality" on "High" or "Ultra" the game running with ray tracing. Thats why native 1080 resolution have so bad perfomance.
upd: just keep this two setting on "Medium"

I have the option to get the 3080 ti (new) or the 4070 or the 7800xt all going for the same price. What do you think i should get?

Hey bud, what would you use the PC for, only gaming? And are you interested in heavy ray tracing like Cyberpunk etc?
Few things here. The 3080 Ti is the faster one here, though not by much. It is a slightly older card at this point but it shouldnt matter much. The only place where the 4070 beats it is with frame generation. So if you want DLSS Frame Generation and decent RT experience, get the 4070.
If you dont really care about frame generation but you care a bit more about the slightly better image quality that DLSS has over FSR, then the 3080 Ti is a solid card.
If you dont care about ray tracing, then the 7800 XT is a very decent GPU. I am surprised it is the same price as the 4070, as MSRP is $100 cheaper. If you only game, and slower RT is not a problem for you then get the AMD card, it really is decent.
But if you do production work like Adobe, then again Nvidia is your better bet. All 3 these GPUs are really decent 1440p GPUs, and you wont have an issue with either one of the three. AMD just released FSR 3 frame generation, so that is pretty good as well. They unfortunately had to remove anti-lag+ from their driver suite as it triggered Valve's anti cheat, but it should be resolved soon.
I know I didnt answer your question at all though haha! But it is a difficult one, especially seeing that they all cost the same. I would say that if the RX 7800 XT cost its usual $100 less then it would be the clear winner here. I personally would buy the 4070, and the only reason is because I enjoy frame generation, and I also use Adobe which benefits from CUDA, and I appreciate the slightly better image quality that DLSS provides.

@@Mostly_Positive_Reviews thanks for the detailed response much appreciated ^^
The only question I have left is whether frame generation is worth getting over the raw power advantage of the 3080 ti as I've seen in this lords of the fallen review the 4070 almost getting less than 60 fps which may just get even worse quicker than anticipated with how horribly unoptimized these new games are becoming

@@hjjtjjt1332 The 3080 Ti is really not much faster than the 4070, around 5% on average at 1440p over a large selection of games. The 4070 beats the 3080 Ti in some games as well, and loses to it in others, so if you have to choose between those two then get the 4070 rather. Wait, before you do, what resolution are you targeting? 1440p or 4K? At 4K the 3080 Ti will be better as it has a wider memory bus, but if you are targeting 1080p or 1440p the 4070 will be pretty decent.
As for LOTF, at 1440p High with DLSS Quality I get around 90 frames per second. At Ultra it now stays steady at 60 fps with DLSS Quality after a few patches, which is perfectly fine as High and Ultra use very high levels of Lumen (software raytracing), so upscaling is definitely recommended anyway. But with frame generation that 60 then becomes 100 fps, so if you have a high refresh rate monitor it will definitely benefit from frame generation.

It should do fine, but it is quite a big increase in pixel count. Not nearly as intensive as 4K though so it'll be fine. Let me know as I also plan on getting a widescreen monitor.

It does pretty well at 4K medium, but it's for sure not a 4K GPU. High and Ultra enable ray traced reflections and GI and throwing ray tracing into the mix at 4K on a mid-range GPU is sure to cause some issues 😂

Really interested to see what Nvidia does with their pricing now that FSR 3 is out and free. Sure, Nvidia still has a better overall featureset in DLSS and CUDA, ray tracing etc, but AMD is catching up in certain aspects.
