The fact Luffy said "Old man you look strong" just shows you Luffy always has very good intuition with people's powers. It's like with Luffy losing his crew he knew no one win so he said run or when he first met Blackbeard he said could tell there's something off about him
I think luffy ikind of has an animal instinct when it comes to fighting ability. He is always able to tell if people are strong. He may be kind of dumb when he just looks at someone but he’s always able to tell in terms of strength how someone is.
I remember, Zoro said I think in Alabasta, somehow Luffy always ended up fighting the boss, it's like he has the instinct to go for the stronger enemy.
Doesn't observation haki allow you to sense other people's strenght?

True. I'd say he's very perceptive. Even from the very beginning, he can figure things out by himself without them being laid out for him. He only acts recklessly most of the time, but he's got a very great intuition in general.

You know what I don't understand or maybe this was explained and I missed it but with Fujitora's level of observation haki and knowing what a person is feeling, couldn't he tell he was being lied to by the dealer?
