MCPL is formally/traditionally an appointment, yes. As soon as the NATO rank codes came into effect, every military in the alliance had to have equivalent ranks to ones in other militaries. With MCPL remaining as an appointment, we would only have 7 ranks to give codes to. So, the CAF created a “recruit” and “basic” version of private/OS(S3) and referred to MCPL as a rank. The army still tries to live up to its traditions of MCPL being an appointment, however, according to paygrade and the official military rank document on Canada.ca, MCPL is now considered a rank. There’s a lot more to it, but those are the primary factors. I can think of 2-4 off of the top of my head now.

FCpl is a cadet rank, not a military rank. The proper military rank is Master Corporal.
