He gave you the reason they put it on, you put the straps straight down from the tire to the expanded metal and pull the tire down onto the bed, instead of going outwards to a typical tie down point. Its actually a good idea as it prevents any kind of sideways movement and you get that a lot in northern climates with snow and ice buildup on a flatbed.
