Maybe runemagic mod "Rune of dry land" to lower the water level? And Mod dig deeper to dig deep enough? Maybe mod "dirtyhoe" To flatten the land too?

@@turkeywheat nope! you can do this in vanilla, spawn using devcommands then you have to freeze the water to stop in from moving away
