I misread the Chain Breaker information, it says party member from Natlan "or" who has a different elemental type from the equipping character. So it can work on any attack scaling character that has 3 characters in their team who are from Natlan or who are of different element than the equipping character. For example - Yoimiya, Fischl, Tartaglia, Ganyu, etc.

Chain breaker can be used on yoimiya with yelan/xingqiu, kazuha/sucrose, zhongli/layla/kachina
