A congressman can intimidate other congressmen (happens all the time with speakers intimidating juniors...boehner says that he will only hear bills if other reps vote the way he wants them too). A special interest can threaten based on roll call votes (and do...see the NRA, Koch brothers, big coal, big oil...etc). Even a congressman's wife can threaten your legislators vote.
