I know the dog mess story, had the same think at a block i lived at. Told the landlord showed them pictures and video , pointed out all the dog mess left around, they said they would deal with it. Supposedly they sent him letter but the guy ignored it after about 6 months of no help and find mess all over the place and throwing it at his door I gave up. Phoned the local Council and spoke with the Local Dog Warden. They said we can get involved if the landlord gives the ok. a month later the warden came to visit and looked the area over, wanted to know the normal times the guy let his dogs out. then planted a few Camera boxes around the area I then found out he got three fines each for £1000 or well over $1000, suddenly he no longer had a dog as he had to re-home it with one of his drinking buddies, He later had to move out as he refused to pay the fines and being taken to court for the un-paid fines violated his lease and he got kicked out..... after that the place was a lot nicer to live at
On the last story in this video, I have an event that occurred involving our dog. Someone came to our home uninvited, bring this little girl who displayed behavior that was mean as a snake. She kept trying to hit our dog, , our dog being a very small part dauschund-part chihuahua (a very small dog). The mother didn't do anything and didn't call the child down, and I told her several times not to hit our dog. She backed our dog into a corner and was trying to hit our dog when I caught her, and I told the little girl that if she hit my dog, I was going to spank her butt. Now, I would not have spanked some other person's child, but I felt I had to try to make an impression. I then went to the child's mother and told her what her daughter was trying to do, and that we hadn't had our dog for a long time, and although our dog wasn't vicious, but that our dog might retaliate against someone who hurt her. The mother didn't do anything, so I told the mother that if her child hit our dog again (she'd already made contact once by this time, I told her that I would do whatever was necessary to stop her child from beating on my dog. I'm quite sure she didn't appreciate my words, but I really didn't care at that point. I think the child's mother finally got the message because these people left within just a few minutes. I didn't know the people from Adam's housecat, so I really didn't care. I just didn't want my dog abused because such abuse can make a dog turn vicious and we sure didn't want our dog to turn vicious. The dog had been and remained a very sweet pet, but I won't allow people to abuse an animal around me, especially if it's my animal.
