In this particular interaction she was polite and I also agreed to the point she raised as well as the points raised by Tharoor. BJP answered respectfully. First time watching such a respectful and learned debate in our own parliament. Feeling proud. Who knew we needed BJP majority government for Parliament to function so smoothly and discussion to be this well researched and knowledge bound.
The one year grace period is not for driving but for renewing the drivers license by just submission of the appropriate documents. Beyond this one year grace period one has to apply for a fresh drivers license and retake all the drivers license. It seems Ms. Moitra misunderstood the purpose of the grace period.
So, the bill was created with the help of 18 transport ministers of different states 5yrs ago. Then this same bill, has been lying for 6 months each at different committees and still couldn't get it passed through RS because BJP doesn't have majority. Remember that all parties are represented in these committees. So, after 5yrs we are restarting the process once again. The same bill now again has to go through the same process, this time perhaps with different whims/objections from different parties with no surety that it will pass in RS. Sometimes, I am amazed at the way a democracy functions. I salute your patience and demeanour, Mr.Gadkari. You are known for your efficiency and somebody who gets things done. All the best to you.
RS is representation of States bcz they are elected by vote of MLA. If a bill passes from RS means most of the states agree with the bill. There is nothing wrong if bill takes more time in RS.

Sorry to strike a discordant note! Neither Ms. Moitra nor Mr. Gadkari raise the question; does a person lose all his/ her driving skills the day the driving licence expires? In the U.K., a driving licence is issued, unlike in India, only after the person passes very rigorous driving test, and once issued, it is valid till the person is 65 years old. (It is pertinent to note that, leaving aside licences procured thru' shortcuts, a large percentage of accidents are caused by drivers with valid driving licences. So much for the efficacy of our driving licences!) And then the minister goes on talking - referring obliquely to the corruption, to London Transport model, and what not. How we all love to talk! That's also how the MPs and ministers utilize the time in the LS. And as someone has commented below, the bill itself for amendment failed to pass in the previous LS, hence being presented second time. What a colossal waste of time! And then the minister tells the LS that this is a concurrent subject of the Centre and the States, the latter being free to not implement the change he is proposing. The fact is; most of such issues should be dealt with by the experts, left to those who have thorough knowledge and expertise in the subject like this. But we have MPs, who talk, and have voting rights on, all subjects under the sun, from Transport to surrogacy to education... Let's hope for a saner processes, and for more mature people to handle them.

Penalty is very high... even rules regulations with existing penalty are strictly implemented, there will be improvements... present situation is because of corruption n negligence of Police department...high penalty will increase corruption...
If fine is 500, then bribe of 200 is sufficient(current scenario) . If fine is 10000, then bribe will at least be 2000....people are willing to obey rules rather than pay bribes of Rs.1500-2000

all commercial vehicle drivers should carry log book mandatory - no more driving than 70 hrs in a week - in 7 days cycle must take 36 hrs break etc

So if driving license expires and shall we have one year grace period for to renew? My license didn't renew for one year due to out of country and when I went back to renew after one year , they said it is canceled.

Penalty is very high... even rules regulations with existing penalty are strictly implemented, there will be improvements... present situation is because of corruption n negligence of Police department...high penalty will increase corruption...
If fine is 500, then bribe of 200 is sufficient(current scenario) . If fine is 10000, then bribe will at least be 2000....people are willing to obey rules rather than pay bribes of Rs.1500-2000
