    Hello and welcome back to The Rope Access and Climbing Podcast. Today I’m chatting about some of my findings after the last podcast where I asked the question. Does the Rope Access industry need a Level 4?
    I found what people had to say interesting.
    Many of the people that joined the conversation had good things to say about both sides. But still a swing of opinions from Instagram to TH-cam that's for sure.

    I love this subject! I am only beginning to climb with ropes, so I won't comment much about that, but I have much to say about emergency rescues, hypothetical plans, and supervision. I spent a little more than four years as an oil refinery operator and another twenty-two years as an ammonia refrigeration engineer. During these times I worked with enormous quantities of harmful and dangerous products, complicated processing systems, and far too many dangers to count, so training never ended. Every year we trained in procedures for every conceivable emergency, and I have been called upon to respond to explosions, fires, and leaks of chlorine gas and ammonia. I have assisted in training firemen and other emergency responders to respond to such emergencies... great people! One thing I found in all this is that anyone can be trained to pass a classroom test of their skills. When all the danger and risk is make-believe, everyone can be a pro. That all changes when the danger becomes real or when people are hurt. Many people forget everything they ever knew. Many people cannot control their fears. Many people simply fail when it comes to serious leadership in times of need and their title or diploma is meaningless. You can create a fourth or a fifth, or even a tenth level of training, provide fancy diplomas, and award shiny medals for all the training, but leadership is a separate skill from all the rest. It doesn't come from a book. You can't teach it. Leadership is a quality of character.
    Learning actions, procedures, and methods is something that does benefit from frequent training. I too am a small man, so dragging or hauling a large person in a rescue attempt would be futile without some mechanical advantage, so learning to utilize ropes, pulleys, and mechanical advantage was a mandatory skill. I play with ropes and pulleys frequently to keep sharp. I tie knots and prusiks and think of different scenarios to utilize them. When climbing I think about how someone might rescue me if I was hurt, or how I might be able to rescue another person. It is always on my mind. I have acquired gear suitable for rescue and train with it just for fun. I hope all that will make me safer when I am out having fun. I hope it will make me useful if something does occur one day.
    In the end, supervision is a life-skill. Some folks are capable, and others are not. Those skills don't come from books and a certification won't help. Employers must be able to recognize leadership and not depend upon some scrap of paper in your employee file to understand your qualifications.

      Point well made. Rescue techniques need to be practiced regularly and ideally be automatic to have any hope of being able to be carried out efficiently in a high stress situation. Use of dummies or a pliant training partner are all well and good, but a real life situation which may include a bleeding or distressed injured party would challenge the most able teams. Attention should be paid to the access system used and the team's ability to carry out an effective rescue.

      Very well said 340wbymag. You just addressed the real heart of this issue, anything can be perfected in a training facility, the real practical application of a rescue plan involves many things, each time it's different. Like has been said before, " each rescue is an improvisation " Each scenario is a new plan, and the heavier the load, the more MA and rigging needed. As you said, all the gear in the warehouse isn't gonna show you how to rig the rescue safely. Thank you, Jim H.

    A cash grab? I can see that. However, look at it like this (for a sec), if a recert costs 1,700.00$ why not have the level 3 recert each year at 500.00-600.00$ and stay on top of their training? The level designation a person holds is only as good as the ability of said person to safely, and properly write, design, and execute a rescue plan, or a rigging scenario. All the certification level shows is that you performed a given number of tasks in a given enviornment. New and more challenging tasks yearly, or 18 months, sounds way better then showing up after three years and failing, or struggling to pass your recert. With trees, the first question I ask is, "what's your rescue plan" At that point, you can start to get an idea if this person is qualified to do anything.
