The welded plug was not welded properly . A weld is always stronger than the actual metal it's welded to . With aluminum you have to reverse the polarity on the welder, and use special aluminum wire or rods . And i'm guessing whoever welded that pipe did not do that .

Yes. A good weld will be stronger than the base metal.
The pipe (or plug) should rupture before the weld breaks
