Here in Brazil we do have affirmative actions for hiting minorities but it's applied only to the State. It is, hiring of public employees follows racial quota, but it doesn't happen with private enterprises. Also public universities use the racial quota policy that within a decade has brought much more black people to colleges, a thing that was very far from reality previously.
