Good question - we bought the materials and made it ourselves :)
Would this be a good idea for water proofing an outdoor skate ramp (plywood) here in Florida?
We don't see why not - but you'll probably need to resurface it every year because skate wheels can be tough on the "top coat" waterproofing layer.
