Political discourse in the public realm becomes more and more difficult as the population expands. What Arendt says is that the larger the population gets, the more the social eclipses the political. Not to say that the social is bad, just that their aims are different. The political strives towards solving problems, whereas the social only tries to find things upon which we can all agree. That way can lead to stagnation. Staking out common ground has its uses, but the political tries to make space for progress.
