When moving the flaps allow the air to blow through. It will allow the engine to stay cool at idle and driving down the road.
Yes so true, when moving and putting torque on the engine more air flow.
Yes the flaps seal the shroud at low driving speeds and open up to allow more air to pass through the radiator at higher driving speeds

30A fuse for the fan. The rubber flaps force air to be drawn across the whole face of the radiator by the fan from behind. But if cruising at highway speeds the pressure of frontal air is high so flaps open to allow frontal air to push thu radiator.
