You are rapidly losing credibility Mr Hill-Lewis. Ratepayers pay RATES to facilitate the building and maintenance of infrastructure as well as the reticulation of electricity and water through the city and suburbs. Cape Town is double-billing. They bill not only the RATES that should be used for all of this they additionally charge EXTRA for electricity units and a surcharge on prepaid units. In essence, the Cape Town municipality charges three different tariffs for using electricity supplied by Eskom. I already no longer bath for God's sake, because of the cost of running a geyser. STOP the INSANITY!
Regardless of all the details and nuance surrounding Eskom and their operations, asking for this amount is madness! Worse, they expect us to sit still, shut up and pay.
I am a pensioner, one of the thousands! Am trying to exist on 5 units a day! I fall under home user, my rental a small garden flat part of a complex so I can't request the lifeline! R280 upfront then R110 per week for elec. Cylinder on for 1/2 HR. Why can't us Sassa folks get help?
Please ask the Mayor why we pay different prices per kWh (Unit) when we buy Electricity in the month our prices per unit change from R3.50 to sometimes R4.70 a unit. They also sneaked into our monthly Rate bill a electricity sundry fee in excess of R250 without any consultation with us

We must also remember that many sectors depend on energy - farming - food production - infrastructure eg water, sewerage - education - hospitals - other essential services - charities & welfare orgs Our economy / society needs cheap energy (ie geothermal, solar & wind supported by grid & community scale energy storage) in order to thrive, not a few energy oligarchs earning billions while ordinary folk suffer and society & businesses struggle.
