Do all incoming trains into a station have priority over outgoing trains with TRTS, given that they have the same operator, headcode starting number and are both on time?

Sorry for the late response, if there is 2 trains going the same way and no one has a higher priority pretty much which ever train hits TRTS first. But if there is a train at a station and one coming in I would let the train already at the station have priority
