You need to buy the last DLC for Storm 4 called Next Generation. It includes Momoshiki and Kinshiki plus some skins.
Itachi is also pretty fast and versatile, you should've included him in the honorable mentions list in my opinion.. ☯️🤷🏻♂️✌️
