Diggersby’s base attack boost is mainly to compensate for the fact that multiplicative abilities have less of a relative impact when EVs don’t exist compared to when the stat has max EVs. The base 15 increase is to compensate for the loss of EVs. Mathematically, Huge Power with max EVs “gains” an effective 15.75 extra base points. Dekzeh himself has talked about this being his intention with the attack buff to Azumarill and Diggersby before.
@@josiahnoblahblah Yes the player still has access to Pure Power Medicham. Medicham not getting a stat buff unlike Azu or Diggersby does mean its AI impact is diminished, but at least Mega Medicham is still threatening enough with effective base 218 attack in EVless.

Serene Grace is a straight up double, so body slam is 60%. What you're thinking of aligns more with the math for multiple chances to proc (Cinccino's king's rock).
Norman's Diggersby has the same attack stat of a Mega Tyranitar at the same level, which has 164 base attack. Azumarill has effectively 151 base attack. Also, Winstrate Vicky's mega medicham has effectively 212 base attack.

Idk where this misconception csme from but huge and pure power don't double the base stat. It doubles the overall stat ie the stat you see on the pokemon summary page.
Lucario also has either Inner Focus or Steadfast as its ability. Inner Focus makes it immune to flinching and Steadfast raises its speed if it flinches, which would make it faster than Cinccino, so you don't even have to spam Vacuum Wave

And when it comes to competitive Pokemon with EVs, base 56 attack Diggersby with 31 Attack IVs and 252 attack EVs is equivalent to a base 161.5 attack (at level 100, 1 raw stat point less than base 162 and 1 raw stat point more than base 161) Pokemon with 31 Attack IVs and 252 Attack EVs. So the stat buff makes it close to the equivalency it would have in an EV context.
kind of. It's 10% in slateport. I'd argue its a tiny bit more common than that considering qwilfish increases brawly odds significantly so the average run with qwil gets past brawly more often than runs without it so you're more likely to get a run to norman with it
Definetly can, people always with these games do deathless runs but they choose the encounters for each route so it would just be the same as that but requiring a lot more encounter rng. Some fights though would require very specific mons such as mount pyre tag cause you can't boom.
