My interpretation here is The locals encountering Meteo; Meteo having the first strike; the locals defended and doubled down on their counterattack resulting in a smoky explosion; the locals wondered whether they succeeded in subduing Meteo; Meteo reappeared seemingly unscathed; the locals horrified, then struggled in vain as Meteo destroyed all except one; the last local folk realized who was behind this (Viz) and succumbed into despair shortly before Meteo beheaded them, and their head fell onto the ground.
It symbolizes "it was a moment they knew, they f'ed up". They faced a person from another world, possessed by the calamity itself. From that moment on, they met their doom one by one. If my interpretation is correct, the very last couple notes depicts a beheading scene, hinted by the notes' appearance in the game (a *light speed* horizontal drag note).
