University operations are done in the main campus only, you can ask them the whole procedure. Try mailing them

Bhai, website se karna hoga tumlo withdraw pehle aur since you have froze the seat now you're out of the counselling process
You can only appear in sliding or spot rounds by filling a separate counselling

It's always has been 100% with ₹1000 whing deducted as withdrawal fee
