Wrong rules for Forbidden Desert. You cannot flip tiles orthogonally. You must be on the tile and this must be without sand in order to flip it.

@@koboldclub6019 Our gaming group has been playing Desert for 3 years and have yet to beat it. We always pick characters randomly though for Island, Desert and Pandemic---all great games!
