Typically the solutions suggested by experts are dieteary changes and excercise. But that doesn't help if someone is already on diet and do regular excercise but yet unable to lose weight possibly due to insulin resistance. So bit of a gery area here.

For people who are unable to lose weight : - check your fasting insulin levels and make sure you are not insulin resistant - check your inflammation levels with tests like hsCRP and take adequate steps to address it - Make sure you are not underexercising. Incorporate resistance training, zone 2 etc and make sure you keep upgrading your exercise - Make sure you are not in a calories surplus. You might be having hidden calories and that might be staying in the way of your weight loss. - check your thyroid and other hormone markers and make sure they're normal. What about this did you not understand?

Scientifically structured strength training exercise routine will help optimize body composition by increasing muscle mass and subsequently reducing body fat percentage. To answer your question, poor body composition is the villain rather than body weight.
