there is no certain value of leakage current . actually it depend the no of switch gear under test. i will explain you more . if the leakage of one no swg is 10 ma then suppose your switch gear is of 4 no then obviously the leakage court will be 4X10 =40 ma and so on for 10 no switch gear it will be 10X10=100ma. Generally it depend upon the bus bar length. longer is the length higher is the leakage also note down that the capacity of the test set is very important . as the leakage current is coming from the test set now you calculate the capacity of the test set. suppose the you are excepting current 100ma at 70 kv then the capacity of the step up transformer will be 0.010X70000=7000watts=7.0 Kw. so in size du to high insulation it will be of big size and it be difficult to build and hence cost will be more. Now come to the point the high voltage test is a "go" or "no go" test as for as insulation is not break down the test will be declared pass the amount of leakage current is not a deciding factor.
