Well, considering that she's doing this on the last panel of the issue that's meant to be the definitive finale to the whole comic, I think the writers didn't have any plans for her, and this moment was just meant to indicate that our heroes went on many more adventures, fighting old and new villains. And if they wanted to do something with Chrysalis, that would mean they also had plans to continue the main comic series further, and that's clearly not the case.
Ya he says Chrysalis escaped Early so he knew this would happen it just happened at the wrong time for some reason. He is like the watchers from marvel comics they watch everything that happens but vow not to intervener. But watching the events changes them in this case
I was always wondering about this character every time they would show up in the story, glad to finally now about them. This really gave me an interesting look at this mysterious character!
What if he's a ghost writer for future Spike? He could be traveling to these events to observe how they played out so that the in-universe comics are historically accurate.

So as: origin of Vinyl Scratche's cutimark (she has a brother, named "33⅓ LP"); Festral and pegasus guard mates. Lot of unique characters (for instance, Kibitz), including unrealized character (Raven Inkwell). MLP IDW - the greatest story ever told.
