Austrian is a nationality, and German is an ethnicity (however it is not exclusively an ethnicity, if you are from Germany you are both nationally and ethnically German). So he could be considered both.

I’ve played this game before, it does not have EVERY citizen on it. It has famous people on it. If you do a family member or someone close to you like a friend or bf/gf then it will say like, your brother? Your sister? Your step sister? Your girlfriend? You cousin? Etc. Hope this kind of helps
