But ensuring that everyone is able to play the game without getting stuck ( land screwed ect) is the perfect way to ensure everyone has fun. Mono Blue Hug... never thought I'd say that.
After building your Kardur and Ivy decks when i got into MTG a few months ago, Kami of the Crescent Moon was the first deck I built without any help! So cool to see your guys' take on it!
Kami of the Crescent Moon is one of my favorite commanders. I run it as an "Owling Mine" style deck, forcing my opponents to draw a ludicrous amount of cards, then using cards like Ebony Owl Netsuke, Black Vise, Viseling, and Iron Maiden to punish them for it (all budget except Iron Maiden). My "golden pig" is Folio of Fancies, which removes everyone's hand size and turns all my spare mana into forced draw that damages the most threatening player. I'm hoping it gets a reprint soon to give it just that little nudge down into budget range. Another strong recommend is the counterspell Foil; in Kami, it's basically Force of Will except it costs 25 cents. Edit: Nearly forgot, Library of Leng is even better than some of the "no hand limit" mana rocks. It removes your hand limit, and turns all your wheels into "partial" wheels where you put any cards you want to keep on top of your library, and wheel the rest. I got a thoroughly scuffed version in a bulk bin for less than a buck, and it hasn't seen a printing since 5th Edition so a reprint would send it to bulk tier instantly. Keep your budget dreams alive!

I love my Kami deck! Mine is group huggy, and I dig for my win con, which is Empiryal plate and rogues passage and swing to win lol and of course I control hard as heck
I've built Kwain in a similar way. Everyone gets unlimited hand size. Everyones drawing tons of cards. Everyone has 20+ cards in hand and having a great time. Then I cast wheel effects to draw them out. No mill or alt win cons. Just draw.
7ish, I wouldn't call Nadir Kraken a win con. is a rather low amount of ways to win the game. Especially with how easily most of them can be stopped. Fun low budget deck for sure but seems like for most games it's draw, draw, draw, draw, draw, draw, draw, draw, draw, play a cool creature and hope it doesnt die too quickly, draw draw draw, oh I lost. Except those few games where you get one of the few win cons out at just the right time.

Kcm is the best tiny leaders deck i ever built. It was so fun!!
It's not under $1, but Archmage Ascension seems like a pretty good add to this deck that can help with the low number of wincons and it's only $2.26.

Thryx might be a good add, especially if you face blue a lot.
