1. Save the guns for Sulejmani beforehand, then proceed to shred him with lead. 2. In the third phase of Sulejmani's bossfight, just fly in circles on afterburners and chase him down when he turns away. Maybe upgrade the speed of your plane too. 3. as already said, it IS possible to hit Sulejmani with missiles, but that requires some calculation.
Out of all Ace Combat games, Sulejmani has the most bullsh*t. It's so much that any rise in difficulty only removing his cooldown to trigger physics defying missile evasion. He's the sole reason why this game has strong aim assist for machine guns to begin with. It takes a lot of practice but missiles are there to stun lock Sulejmani at a maneuver. He can't fire missile during missile evasion and Machine Guns stop locking on to him. Some evasion maneuver maintains Sulejmani's vector so rain him with lead during the more horizontal-oriented evasion. Not to mention Ace Combat for PSP are notorious for their relatively slower turn mobility until you get better planes, hence people are turned off when playing PSP Ace Combat like Skies of Deception and Joint Assault. Joint Assault in particular, is the hardest Ace Combat I ever played.

To unlock the Xo2, after you complete all of the missions on hard mode, there a SP mission. When you complete that, thats how you get the x02
