Imagine flipping estate dealer with “Ganymede colony” + “Ganymede’s first ocean” if your opponent blocked all other spots next to oceans in a close race for the award
ooof yeah :D Artificial Lake is annoying to keep track off already, but with Ganymede's first ocean, there's another card that could swing the award (although it needs to be a super tight race to be relevant).
I don't think wife and underground detonations on io are very similar. Wife's button is just a discount (+ titanium) on a standard project that increases a parameter (+tr) immediately. Increasing heat prod is massively slower, there's no (direct) standard project (power prod is close sure, even slower but you don't really ever use standard power just for heat prod). It would need to be a slightly discounted sp asteroid to be directly comparable. The changed version is very nice but incredibly expensive, now it's more an jovian&heat-version of magnetizer. And that kinda tells you how overprized changed underground detonations on io is. magnetizer isn't a particularly great card and you only really use it because you have a lot of unused energy prod.
Ganymede's First Ocean is strange concept to say the least, because it ruins the end game conditions when you obviously can't place all nine ocean tiles ON Mars as presumed by the rules. The game is about terraforming Mars, not stealing oceans from it... ))
It's definitely wonky lore-wise and something like this would probably require a whole expansion with its own rules, but in general I like the concept.
I think you overvalue Jovian multipliers. Jovian multipliers are worth about 15-20 rather than 20+ in my opinion. IO mining is worth 44-2 titanium mine (20)-sponsors (9)= 15. Ganymede is about 20 (I think the cost to buy is cancelled out by the fact that there are quite a few cards that like oceans in the base game+Mayor on the Tharsis board (not much but not nothing). Also in my games I tend to use WIFE twice on average, it would be a lot more questionable if it were just points. If you activate WIFE even once you are saving 6 MC, plus titanium can be spent so arguably more in most cases. Also space tags are a little more expensive due to titanium making them cheaper so take a few more MC off for non space tags.
I understand you assessment and you are right, Underground Detonations on Io for example is the worst Jovian Mult if you are never using its ability (and probably the worst even if you are using it), just because it's the most expensive one if you're splitting the cost of Io (and TG) like you did. But even at that price, there are situations where you'd wanna play it. I mean if you already have 6 Jovians, Underground Detonations on Io is worth it, even if the ability is trash or won't get used.
I do have a set of fan-made preludes, a set of randomizable milestones and a randomizable map setup but other than that I don't own any fan-made cards. I'd love to own more, but I don't know where to buy good ones and I'm too lazy to print them myself :D

Mars expert: 7 MC, Earth and science tag. Effect: Reduce the cost of all C, D and F-tier cards by 3. Increase the cost of S-tier cards by 3.
