Just my opinion, but I would argue that it's better to drive off the outside leg than the hips in the seat. Weighting and using the hips to move the canoe forward means you are not using your much more powerful legs to transfer the energy into the boat and move it forward.
If you aren't driving the stroke through your feet, you are spilling all your energy.
