Currently Mereoleona is the strongest captain based on ch 371, unless Morgan stronger than Morris which is possible but in general Paladins described as stronger than a Supreme devil so whomever can keep up with a Paladin is at least Supreme Devil lvls not to mention those who can kill them like Jack(Morgan confirmed it)
