The best you can do is try to gather kids and young people and show them short films on the importance of clean streets - many films are available in Hindi, you can also show them pictures of streets in other countries which look so clean:)

I'm surprised you didn't mention indore because we have converted dumping grounds into beautiful gardens. Other municipal corporations are now following our techniques.
