Can it be applied to seats/carpets that have just been extracted? In other words can the material be wet or even slightly damp while applying? Or do they have to dry?

This is a great product although i have one question. Does this affect the texture of the fabric itself? Since its a coat is this making the fabric more stiffer, rougher or does this have little to no change to the fabrics feel.
