No, as a student you are issued a temporary resident for the duration of studies. For a PR you need a reason to stay in Germany ( or any Schengen countries).....for example if you find an employer ready to employ you there, or if you marry a German citizen. Language proficiency does not give right to have PR in any Schengen countries. But language skills will always help find a job for sure, as far as you have high degrees.
